KW45 - How to programe a new board without debug ic ?

hi :

       Can you help me ? I had a KW45 board without debug ic(It like kw45 evm board,but no LPC55S69JBD100) .I want to programe it .but i have to burn the image of NBU(SB3 file).I have opened urat1 in isp model.but when I burned the SB3 file ,it display timeout error.If I need to load bootload to the board before burning the SB3 file .

The above document does not explain how to download the program to kw45. Is it possible to directly provide the code and bin file that can be burned for download and testing By only SWD ?
