JN5189 Hight power module FCC

Hi

The module was manufactured by referring to OM15072-2_MOD_EXT_AMP_QFN40_PCB2467-2.0.
FCC certified,
To pass, you must lower the output of channels 25 and 26 by about 12dBm and -3dBm.

A module called MSK32WT-M16 made by another company is also similar. How can I know how to solve this problem?
