3M touch screen not working if usb plugged in during boot.

We have a 3M touch screen on an Android image. The screen connects through HDMI, but the touch controller connects through USB. The problem is that it doesn't recognize any touch events if left plugged in during boot. It only works if we unplug and replug in the usb. Looking under /sys/bus shows that the drivers are bound properly and console shows that it connects during boot.

Turns out I just need to place an Input Device Configuration in /system/usr/idc/
