To enter in OTP Mode, the voltage on pin DEBUG must be set at VOTP (7.4V < debug pin < 8.4V) prior to apply any voltage on VSUP pin.
The debug mode can be used during customer production process. This mode can be access by applying VDBG (2.5V <Debug pin < 6V) on debug pin prior to apply any voltage to VSUP.
Therefore, I do recommend applying a circuit based on the requirements of your design. I mean, if you need both OTP and debug mode, you may place a jumper for selecting the voltage source for example. You may also include a RC filter at the DEBUG pin.
