did you properly installed PE Micro's Cyclone driver? Isn't your debug probe in use by other application?

Just make sure, that Cyclone is working under your OS.

1)i don't have any PE Micro tools
is it any software tool?
2)I have change the PEMicro interface as openSDA embedded Debug -USB port then also i have face same problem
try to re-install PW Micro drivers - with default install path located in c:\NXP\S32DS_Vision_v2018.R1\Drivers\ folder.
i have re-install PE Micro drivers many times but still my problem was not solved
let's find out if the issue is caused by PE Micro driver - not sure which cyclone version do you have - but you can find proper software on PE Micro pages - PEmicro | Experts in Embedded tools for Flash Programming and Development .
Install it and check if your probe is working with PE Micro software. What about user rights? Do you have administrator privileges on your machine?
