execute binary compiled at LS1021A to run on LS1046A

I am trying to figure out if I can develop at TWR-LS1021 instead of other EVB  based on LS1046 using 32 bit compiler and to be able to run the executable binary at the LS1046 ?

I will need to test, PCIe (gen. 2 or 3), USB driver, IFC driver, GPIO.

What are the choices (cross-compile / use different yocto's for each platform)?

We do not have an experience in using LS1021A-based board for development a software, intended to be executed at LS1046A board. We recommend using LS1046A-based development board for this purpose.
