Do the RGMII reference clock inputs, EC1_GTX_CLK125 and EC2_GTX_CLK125, on the P2040 have to running at boot time or can they be enabled after boot?

Do the RGMII reference clock inputs,  EC1_GTX_CLK125 and EC2_GTX_CLK125, on the P2040have to running at boot time or can they be enabled after boot? .  I need to know if those two clocks have to be running at power up or if they can be enabled after boot up.

EC1_GTX_CLK125 and EC2_GTX_CLK125 on the P2040 can be enabled after boot.
