If I undestand your question correctly, you want to know if a HCS08 programmer will program a MC9S08SE8CRL. The answer is yes, there's nothing apecial about SE8, has S08 core.

Yes HCS08 and S08 is the same, what's not the same is HC08 and HCS08. HC08 is the old motorola core, which was updated and now it's called HCS08, or S08 for short.
