from the team:
before PMIC_STBY_REQ assertion, system is ready to enter into DSM mode,
and preparation work have been done (just like stop related clocks, enter DDR
into refresh mode, CPF operation); so, after PMIC_STBY_REQ assertion, only
need to PMIC power off the related power for chip; and chip will enter into DSM
mode quickly after PMIC_STBY_REQ assertion;
