In a new design I would like to use a IMX8MMini with RTC battery back up.
what is the best PMIC to use, PF8121 or PCA9450?
I think the PCA9450 doesn't have a LICELL input???
Can anybody give me a reference design ?

If you need to have an RTC Backup, with the LiCell, I strongly suggest to go with the PF8121. Which it is superior for this applications.
As you already mention the PCA9450 does not have Licell
