i.MX6 VPU can encode/decode h.264 without software's help?

Hi community,

I want to confirm the VPU behavior.
Which is correct?

1) VPU can do all h.264 encoding/decoding process by itself without software's help.
2) VPU is a general purpose processor likes DSP, so VPU runs only arithmetic processing and software is needed to handle H.264 format.

This information is needed to judge whehter h.264 license agreement is needed when use i.MX6 with VPU.

correct is 1), software just initializes VPU and provides
