What the image processing capability of iMx8 processor?

Hi,
I'm assess the iMx8's specification for 4K@60 video processing. I have follow questions:

1. How to Scaling Video of 1080P@60 to 4K@60 on iMx8? is there any hardware module to use?
2. how many H.265/264 streams can be decoded at same time?

Is there any document describe the iMx8's Image processing capability?

I read the sect.15.4 Imaging Subsystem.

I note that the ISI can only do down scailing.

If I want scaling up video(1080P@60 upscaling to 4K@60), should I can use the ISI to do it?
