KW47-LOC probe can not recognize by LinkFlash

I plugged my device and can download hex file into board by JLink tool. 

I want to flash NBU for debug, but LinkFlash tool can not recognize probe(refreshed many times). How to resolve this? Thank you.

I added image into core1 refer to example of kw47loc_hello_world_primary_core.

But kStatus_HAL_RpmsgTimeout still happened on debug, because no callback of RPMsgPeerReadyEventHandler, the event data not change.

call step:

APP_InitBle -> PLATFORM_InitBle -> PLATFORM_InitMulticore -> HAL_RpmsgMcmgrInit -> HAL_RpmsgMcmgrMasterInit
-> MCMGR_Init -> MCMGR_RegisterEvent -> MCMGR_StartCore, after time out ASSERT happen.

After downloading kw47_nbu_ble_all_hosted.bin at address 0x48800000 by JLink tool, LOC board lighting blue LED, and debug BLE sample runs no assert happened(RPMsgPeerReadyEventHandler invoked).

Thanks for your reply.

I have downloaded sb3 file into KW47-LOC board successfully.

But in PLATFORM_InitMulticore return kStatus_HAL_RpmsgTimeout because it want to start core1.

And I also find it maybe the keys in the fuses are null.

How to do it on KW47-LOC board?(I found a sample of KW45  https://community.nxp.com/t5/Wireless-MCU/KW45B41Z83AFPA-Custom-Board-Multicore-RPMsg-Initialization...
