How do I use standalone toolchain to build uboot without yocto?

3.3.13  There is a toolchain compile for the kernel，I wonder if there is a toolchain compile method for the uboot instead of a Yocto compiler ?

The standalone toolchain to build u-boot is basically same as the method of standalone building kernel. Steps 1-3 are same. Then go to u-boot source dir, then "make" the source code.
