If you want to check these two registers you would need an example that configures these two sections, for example in the SDK, there's an example called flash_partitioning that configures these two registers:

Also, I don't recognize this interface that you're using, are you using the latest S32 Design Studio?

               MCU is S32K146,

                but when debug, register FCFG1 can't display. I don't know why it is so!

Only to check, could you try updating to the latest S32DS version? I see that you're using the 2018 and there's a new one available in the following link.
