According to HSE_B Firmware Reference Manual, Rev 2.1, 11/2022 it should be possible to disable Host debug:
3.6.3.3 Host debug permanently disabled
The host debug can be permanently disabled (i.e., closed) in LC states OEM_PROD and IN_FIELD by
programming the DCF records in the UTEST area. Refer to [S32K3xx Reference Manual] more details.
However S32K3xx Reference Manual does not mention exactly how this DCF record should look like, there is no such flag description.
Also in S32K3XX_DCF_client document there is no reference to such feature.
In HSE_B Firmware Reference Manual we have also:
OEM_PROD
IN_FIELD
Host debug protected (with ADKP) or permanently
disabled (see DEBUG_DISABLE)
but there is no reference to DEBUG_DISABLE anywhere.
Could you please tell me how DCF record for disabling debug pernamently should look like or direct me to specific document?

For S32K3, it is not possible to disable debugging access. This only can be password-protected.
