If you don't pull FS23_CSB/SDA PTB0 low, the FS23 shouldn't be misconfigured via SPI commands.
If possible, please take a photo of the S32K31XEVB-Q100 so I can clearly see the jumper settings and which LEDs are lit.
Regarding the 0V output from the PMIC, are you referring to FS23_HBUCK_V1 (FS23_V1), FS23_LVDO_V2 (FS23_V2), or FS23_LVDO_V3 (FS23_V3)?
If I disconnect J26, does the voltage output of FS23_HBUCK_V1 or FS23_LVDO_V2 return to normal? If this is the case, there may be a short circuit on the board, and the FS23 should be heating up.
If SDA_RST_TGTMCU is low, D14 will light up red, which means that RESET_MCU is low and the S32K311 is in reset state. If J1 connects RESET_MCU and FS23_RSTB, you need to disconnect J1 to check whether the low level comes from FS23's RSTB.
