Hi, @lizhichaosdut ,
As I am checking your activation request it is unable to get the unique machine number which should be attached to the PC.
it seems either you are using non-persistent virtual machine, if it is not the case, if may be the issue with flexnet publisher version is different or creating some issue, while you are migrating to the new PC. You can check the below troubleshooting guide in the case:

SPC5 studio is my another choice
no. and I don't want to try after waste lot of time. re install OS will be okay.
other 2 pc are OK.
