Transfer files to Linux system running on target from host Windows10 machine

I am using T1024RDB board with linux 3.12 from SDK 1.7. I am able to set the ip addresses and ping it from windows. I want to transfer files to Linux system. How do I do that via ethernet network? I tried using WinSCP but I get the error "Connection Refused". With FTP protocol, I get "No connection could be made because the target machine actively refused it. Connection failed."

Linux on the T1024RDB supports TFTP communications.
