T1014 Ethernet ports are controlled by DPAA. DPAA initialization
sequence consists of multiple steps, so it is not possible to tell what
you missed based on the information you provided. Here are some simple
diagnostic steps you can start with:
1. Turn on loopback on the problematic MAC. See T1024DPAARM,
Section 6.4.3.1.1. If you are not able to send and receive in loopback,
make sure EC1_GTX_CLK125 clock is active, verify the initialization
sequence, check for errors returned by your driver and DPAA.
2. If the the MAC-level loopback works, it means DPAA and MAC are initialized
correctly. Try setting up loopback in the PHY. Refer to your PHY
documentation on how to do that. If the PHY-level loopback does no
work, check the RGMII interface. Make sure the PHY data path is
actually connected to the PHY your MDIO is talking with.
3. If all kinds of loopback work, but you still can't hear from the
external host, diagnose the PHY and the link to the host. Consult
at the PHY documentation or manufacturer.
