I am attaching you a thread that addresses the licensing process for S32K3, with a link directly to the post that contains the steps that should be followed for generating a license file: https://community.nxp.com/t5/Model-Based-Design-Toolbox-MBDT/S32K34-build-error/m-p/1371755/highligh... . At step 3, you should be able to select also the MBDT latest release, version 1.1.0.
