I am debugging the 5775B board, and I want to manipulate the following registers (ENGINEx Development Control Register (NDEDI_ENGINEx_DC)), can this register be controlled by code, and if so, how can it be implemented?

No, these are debug registers accessible over JTAG port (i.e. debugger).
