I wish to use 9dmv0431akilf clock buffer as in reference design. what is DNP resistor mean and is it necessary to use? why VSW mode is connected to both power supply and gnd using dnp?

This is not mandatory. this is just to ease schematics when you're unsure of option you want or when you want to have a pcb for multiple usage.

 

If you know exactly what you want, example  pin X to  VCC, set this resistor and do not add the other one to your schematic and you will not need to set an unused resistor to "DNP" state.

So is it necessary to add both when I design as shown in figure  and is DNP resistor same as that of normal resistor?

DNP : Do Not Populate.

 

This is cabling option when you want multiple options on a PCB.
