What is the difference between C project and LPCxpresso C project? Which one should I choose to program lps812 tssop 20 mcu. (no boards)

Also, is there a way to test-debug the code without having the mcu?

For LPCXpresso projects, use LPCXpresso C Project... The "C Project" can be used for creating 'native' projects for running on the host (Windows, Linux etc), and so does not configure the MCU type or setup the correct tool settings.

Note that if you use the "Quickstart->New Project" button it will automatically create the correct type.
