You'll need to provide more information to offer a meaningful answer to that question. It depends on the width of your memory (16 or 32-bit), the size of your LCD (320x240 isn't very demanding, but 800x480 is very taxing on the system), the screen refresh rate and not just the video framerate.
If you are using a 320x240 LCD and 320x240 video, it may be possible, but there are far to many variables involved to be able to provide a useful answer on if it's possible or not.
