LPC8N04 can't start without debugger

My LPC8N04 can't start without debugger. 

I've seen threads

LPC8N04 Boot ROM Change 0.12 to 0.14 and 

Can't build LPC8N04 / OM40002 example code in "release" mode but it didn't help.

I tried writing 0 instead of the checksum, it also did not help

Boot code 0x1A000C - use IAP api
