LPC177X JTAG Connection Problem - Confusion on pull-ups, pull-downs on JTAG pins

I think, there is a confusion on pull-up, pull down resistors connected to JTAG interface of LPC177X.
In http://www.lpcware.com/content/faq/lpcxpresso/debug-design states that TCK pin should be connected to pull-down. In UM10470, it is connected to pull-up resistor.
Which one is correct?
