If your machine has Java 32 bit installed (which many 64 bit systems seem to), just download and use the 32 bit version of the LPC Initialization tool. The only real difference is the VM they expect your system to have available.

That worked, thanks for your help.
I couldn't help noticing how complex this simple thing is in terms of software, in my install of this 144 files in 64 folders!! Why couldn't it just be a simple .exe executable?

I assume that you have downloaded the Win64 bit version of the standalone version of the LPC Initialization Tool|NXP ?
The error message you are seeing would normally indicate that the Java virtual machine being found on your machine is actually the 32 bit version rather than the 64 bit version.
If you wish to use the standalone version of this tool (rather than the online version), then you will need to either download the Win32 version of the tool to match your 32-bit Java VM, or else install the 64 bit version of the Java VM. If you do the later, then you may find that you need to modify the lpcinit.ini file within the tool directory to point to the right VM version.
For more background, use your favourite search engine to look for exact text of the java error 13 message that you see.

Yes I installed the 64 bit version of the tool. When I installed Java, there appeared to be no option to select 32/64 bit.
Here is my lpciniti.ini file:
-startup
plugins/org.eclipse.equinox.launcher_1.3.0.v20140415-2008.jar
--launcher.library
plugins/org.eclipse.equinox.launcher.win32.win32.x86_64_1.1.200.v20150204-1316
-vmargs
-d32
what do I change??

Can you let us know what platform you are running on, and what Java version?
Hi Brendon, Sorry for the delay. I'm using Win 10 64 bit and Java Version 8 Update 101 Build 1.0.0_101-b13
