     What is the function of TOWER ELEVATOR / Tower system ?

Can it convert the PCIe interface to the General Purpose Input/Output（GPIO）?

Hello,

Yes, you are correct the Tower elevator can convert  the PCIe interface to GPIOs. Also, another purpose of the Tower elevator is to interconnect boards with each other.
