When should I select FEI and when should I select FBI?

Please refer to the reference manual of the device in the section 21.4.1.1 MCG modes of operation and check the explanation of each module, along with the explanation check the image below that will help you to understand better the information contained there.
I hope this can help you to understand the difference between these two modes of operation.
The advantage of using the FLL is that it has a Digitally-controlled oscillator (DCO) and the DCO frequency range is programmable for up to four different frequency ranges. Please refer to the Chapter 21 Multipurpose Clock Generator (MCG) to know more about the FLL and generally about the MCG module.

Since the FBI mode does not use the output frequency from the FLL the frequency options for the Core in FBI mode are the internal clocks frequencies, these are 4 MHz or 32 kHz or any number resulting from the division between 1, 2, 4, 8, 16, 32, 64 or 128 that are the values of the divisor on OUTDIV1 (you can see it in the image I posted before).
In conclusion the FBI mode is a mode that will allow to have a Core clock up to 4 MHz and is used, commonly, when low power modes are used.
