As shown in the figure:

May I ask that the Debug was closed through PE configuration last time, but it cannot be burned in now, is there any solution?

The easiest way is to use the P&E Multilnk (it can be a 'normal' one), with the PEMICRO Recovery utility, see https://mcuoneclipse.com/2021/05/20/recovering-cortex-m-microcontroller-with-a-power-glitch/ and https://mcuoneclipse.com/2013/06/16/bricking-and-recovering-frdm-kl25z-boards-reset-swd-clock-and-lo...

For the above you need the PEMicro debug probe.

If you have a J-Link, then you can try the 'resurrect locked Kinetis device' in the MCUXpresso IDE, see
