Hi,everyone! An idea flashed into my mind.what should I calculate to prevent burn the MCU when I design the external circuit?

the range of voltage is 9V - 16V,what is more ,27V one minute.

mcu is mc9s12g128

will the following external circuit burn MCU Without add EXTERNAL stabilivolt ?
