Flexbus and Parallel NOR FLASH connection

Im interfacing MK64FX Flexbus config as (16bit multiplexed) with Parallel NOR flash SST39VF802C which is Word(16bit) programmed.(With Ref AN4393)

The Parallel NOR flash has Address lines(0-18).

Which type of latch should you recommend and what should be the hardware connection.

I have interfaced 16bit NOR flash(SST39LF802C) with MK64 via Latch (54ABT16373A), the connections are made as per the above diagram. Programming had done as per App. Note(AN4393).

During read, write and erase, the OE and R/W# are always at HIGH logic state. Due to which could not able to perform any operation on the flash. Any feedback is really helpful. Thank you!
