According to the KL27 data sheet Rev 5, the MK27Z256VLH4 defines pin 8 as VREGIN.
But on the FRDM schematic (SPF-28303_B.pdf), pin 8 is used as an A/D input. Furthermore, there appears to be no REGIN input at all (no 5V from USB).
Is this a bug?

No, no Bug in the FRDM-KL27Z schematic.
You are referring to the wrong reference manual.
Please note, the chip on FRDM-KL27 is:KL27Z64VLH4, you are referring to the 128K 256K KL27 chip, the correct RM for FRDM-KL27 is:
