How to purchase codewarrior basic with Processor expert, version 10.7 or thereabouts, perpetual license but node locked through a dongle?

Check the following link on the cost of the CodeWarrior suite, There are 3 options, BASIC , STANDARD and PRO. If you need to use Processor Expert, the PRO is the option with all PE components.

Dongle use, can be avoided since the license system allows you to move between station by updating the host information.

CWH-DONGLE is the part number you can get in case this is needed. Hope this helps.

To order a dongle-based license, order the node-locked option for your CodeWarrior suite and also order the USB licensing dongle (CWH-DONGLE).

Refer to your requirement choose CodeWarrior suite :
