GPIO problem

I have a problem, like follows: One of pins determined as GPIO pin.And(in my case) it is always 1.But when i try to read his value during the regular running or program,it is always 0 and when i read his value in debudeg i read 1. Any ideas???

Which pin on which device?
Some pins do not have full GPIO functionality.
