p2020 PCIe linux kernel module reads 0xffffffff on BARs

I write my  pci driver for custom board on p2020. When I compile it for x86, it works fine, but when I compile it for my custom board, it reads only 0xffffffff on all BARs. I noticed, PCI bridge doesn't have any interrupt pin (like A, B, C, D) routed to IRQ 24. Could be my trouble in this? MSI is enabled in linux kernel.
