The internal keeper function is enabled.
According to Figure 9-1 (Pad Diagram) of the i.MX28 Reference Manual
the internal keeper can be enabled / disabled separately, without reference
to multiplexing options.

From section 9.1 (Pin Control and GPIO Overview) :
“All EMI pins' internal keepers can be disabled to allow them to change to
a high impedance state […]”.
