I want to whether there is any windows environment development IDE for i.MX 8 mini,
and also Is it FLEX SPI can be used as normal single data line SPI.

One can try procedure given in sect 7.3 Run an example application from the getting started with MCUXpresso SDK for i.MX8MMini. Replace uboot with mx-boot-imx8mmevk-fspi.bin-flash_evk_flexspi.
Also one can try with L4.14.98 images
