VPU encoding I frame problem

Before I start coding will gopSize value is set to 10, but only at the beginning of the video I frame, the rest all the P frame, what reason is this excuse me?

there are lots of similar requests based on different application or customer, So our vpu encoder just only provide the basic operation, and it is user's responsibility to implement complex combination.
In fact, the two requirements(IDR and SPS/PPS header) was implemented in our framework but not vpu encoder.

customre should rewrite the software by themselves
