IMX6DQ Android 9 high CPU usage when watching youtube

I got high CPU usage when watching youtube.

CPU always stays above 80% and even exceeds 100%

I got the same problem in different web view app (Chrome,Firefox,Edge) 

Does anyone have the same experience?

How do I resolve this problem?
