KW45 NCU and Digital Key Passive Entry

I am having an issue with the KW45 NBU firmware.  During the Digital Key passive entry scenario, the NBU firmware is returning advertisingAddressResolved == FALSE.  This is causing passive entry not to work.  This is running the KW45 digital key SDK sample software for the key Fob. 

Any idea what could be causing this?

Could you help us confirm the following:

What SDK version are you using?

Are you using an NXP development board [KW45B41Z-EVK] or a custom board with KW45?

Are the NBU image updated? Could you tell us the version please.
