How to use Smart Energy Tunneling cluster without Application Level Security?

I use JN-AN-1135 project as template.
There is  presented Tunneling cluster between ESP and Plug Meter node.

I want to implement it on the second  Plug Meter node with another IEEE/MAC.

But when i do that i have expected problems with an Application Level Security.
In fact I do not need any security in my project, i need only   I need only a tunneling cluster (mechanizm which can transmit long payload throw the ZigBee network).

Can anyone help me?

5.7 Implementing ZigBee Security

5.7.2 Application-level Security Set-up

If security is enabled in a ZigBee network then network-level security is always used, while application-level security is optional. Security is enabled on a node via the device parameter Security Enabled in the ZPS Configuration Editor.
