How do you change keys on a P71 card?

I'm personalizing a contactless Mchip P71 card from scratch, but having trouble setting a new Personalization key.  During Mchip applet perso, DGI8001 is accepted, the perso session closes, and the card passes all its tests. Hand decrypting the DGI with the session key verifies that the new keys are sent to the card.

But the original key still works, and the new Perso key fails.  I could not get the Card Manager to accept a DGI 8001.  It kept giving me 6D00, "Instruction code not supported or invalid."  I cannot get the Mchip applet to authenticate after first perso, so I can't see if the new key is active at that level.

What is the procedure for changing keys on this chip?
