I want to implement RSA with arbitrary bit length on a JCOP 3 SECID P60 Smartcard. The "JCOP 3 P60 Security Target Lite Rev. 3.9 – 2019-02-20" refers on page 82 to the "JCOP 3 P60, User Guidance and Administration Manual, Rev. 1.5" "for the one bit step range see API specified in JCOPX".
How can I obtain this document? Is a special Java Card SDK or library required for implementing arbitrary RSA key sizes?

Hope you are doing great, as you may know, the information about JCOP is secured under NDA ( Non Disclosure Agreement) this means that all the information, tools and support should be delivered using secured communication channels and only to customers with active NDA. since this is a secured device this is not the channel to be discussing information related to confidential documentation and its features, for this devices you should have either an NXP FAE assigned in your area or contact the distributor where you bought the cards.
for the documentation you should have an account in Docstore and request such information by going through Docstore > login> My access > Access rights > select the device family and in the reason text box fill it with the documentation or information you need.
