For Implicit Safety in chapter 3.3, I don't understand, what is the purpose of this Implicit Safety ,how this concept/design will improve our safety? I have read the IMPLICIT SAFETY by DR. DAVID BACA
OCTOBER 23, 2019 , but I still can not understand.
