Quick question related to the DIS_SER_BOOT flag.  When FUSE_SEL is 1, BOOTMOD(0 0) boots from fuses (QuadSPI in our case) and BOOTMOD(1 0) does serial boot.  If we blow the DIS_SER_BOOT fuse, will BOOTMOD(1 0) boot from fuses (QuadSPI)?  What is the BOOTMOD(1 0) behavior when serial boot is disabled?

If we can get away with hardwiring the BOOTMOD pins to 1/0 on our product and having the pre-programmed QuadSPI flash blow the fuses to configure for QuadSPI as well as disabling serial boot, would the NXP S32 then always boot from QuadSPI?

I was not able to find any explicit information on the behavior you describe, however, my understanding is that it will simply not boot, to ensure a boot from QSPI you should use BOOTMODE 00 or 01, when FUSE_SEL 1, both will cause a boot from fuses. Please note that setting DIS_SER_BOOT will prevent the chip from booting at all in case of a bad or corrupt image in the QSPI, since you won't be able to download any image using the serial boot.
