NXP provides a Linux-based SDK for S32V, which includes
a GNU toolchain and all necessary source code to build a workable
Linux kernel and root filesystem for S32V EVB.  Another product is Design
Studio for Vision which is a GUI-based development tool for S32V.
To obtain these tools, contact your distributor.

Lauterbach GmbH(http://www.lauterbach.com/)  is known to provide a
very good graphic source-level JTAG debugger for S32V, contact that
company directly for more information about their products.
