V15 for S32K344 is about 0.2V while using BJT

my client made a S32K344 board ,the V15 is power by a BJT , but the voltage for V15 is about 0.2V while the PET13 is 0 voltage.

i checked the EVK the V15 is about 0.1V and the PET13 is 0 voltage.

can anyone help me ?

i found the power_1 module in which one can config the regulater.

Is the LMBCTLEN bit set?
