I am a little confused with the naming of the RTDs,

S32K3_S32M27x Real-Time Drivers AUTOSAR R21-11 Version 4.0.0 HF01
S32K388 Real-Time Drivers Version 4.0.0 CD01
Seems P = Patch, HF = Hot Fix, CD = Code Drop, then what's the difference between P/HF/CD?
the newest RTD should be P , HF, or CD?

Yes it is:
P- Patch - comes with full RTD package as it is a release
HF - Only the fixed modules as it is not a release
CD - Code drop - All software included in this release has Code Drop quality status in terms of testing and of quality documentation. Code Drop qualified releases are not fully tested and contain partial feature set. It is not intended to be used in production.
Always refer to the release notes of that particular package. There is a detailed description.
